Looks like an arrangement to demonstrate the use of a balance escapement rather than a pendulum

I have the book on Electric clocks by SJ Wise and can't see a similar design. It would fall into the category of having an electrically propelled balance wheel. When the contact is pulled in, it raises the bar bell and a pawl to ratchet onto the smaller wheel behind the large wheel. This force keeps the balance running until the bar bell drops and makes contact for another pulse. The barbell is like an eccentric see saw.
    I recently acquired "Electrical Timekeeping" by Hope-Jones Second edition 1949 and this clock is on pages 244 and 255.  The escapement is different but essentially it is the same design - a marine master clock.
